Online purchases: Payments made mainly to purchase goods or services online at eBay and thousands of websites worldwide that accept PayPal.
Personal payments: Payments made mainly to individuals as opposed to businesses, such as splitting the cost of a birthday gift or paying back a friend for lunch.
If your transaction involves a currency conversion, it will be completed at a foreign exchange rate PayPal obtains from a financial institution, which is adjusted regularly based on market conditions. This exchange rate includes a 2,5% processing fee above the exchange rate, and the processing fee is retained by PayPal. The specific exchange rate that applies to your multiple currency transaction will be displayed at the time of the transaction.

Fees depend on whether you are making a commercial transaction or a personal transaction. A commercial transaction involves buying and selling goods or services, and payments received when you “request money” using PayPal. A personal transaction involves sending payments (initiated from the “Personal” tab of the “Send Money” flow) to and receiving payments from friends and family.
A domestic transaction is a transaction where both the sender and receiver register with PayPal with the same country of residence. A cross-border transaction occurs when the sender or receiver are registered with different countries of residence.
The fees set out below are for Personal Transactions applicable to customers of PayPal Private Limited. Fees for customers registered with other PayPal companies are set forth in the respective fees policy.
Personal Transactions
The amount of the fee for any personal transaction will be shown at the time of payment. This fee can be paid by either the sender or the recipient. The sender generally decides who pays this fee at the time the sender makes the payment. In some cases the sender will not be able to decide, and the sender or the recipient will be required to pay the fee. If you send a personal transaction from a third party (non PayPal) website or application, then the third party will determine if the sender or recipient of the personal transaction will pay the fee. This will be disclosed to you by the third party. Fees vary by country so when reviewing the fees table make sure it shows your country.
In some circumstances, personal transaction may not be available. In such cases, all payments must be Commercial Transactions. Please also note that:
You cannot send money for a personal transaction from some countries including Germany, China or Brazil. India registered accounts may neither send nor receive personal transaction payments. This means that you cannot send personal transaction payments to India registered accounts and any payments sent to or received from persons residing in India must be for the purchase of goods and services.
Bank and Credit Card Fees
Your bank, credit or debit card company may charge you fees for sending or receiving funds through PayPal. For example, you may be charged currency conversion fees, international transactions fees, or other fees even when your transaction is domestic, and does not require a currency conversion. PayPal is not liable for any fees charged to you by your bank, credit or debit card company, or other financial institution based on your usage of PayPal. If you are in Israel, your bank account may be charged immediately for a PayPal transaction that is funded with a credit card.
Monthly Account Statements
A full transaction history is available free to all accounts by logging in to the History page in your account on the PayPal Website. Additional summaries of monthly transaction volume, including payments received, payments sent, fees paid, etc. are available to Business and Premier accounts. These Monthly Account summaries are an opt-in fee-based service (the fee is currently waived).
